"On the initiative of Tunisia, for
the first time in the texts of the UNO, a resolution consecrating
sports as a factor in bringing peoples together, in development, and
in world peace. The draft resolution presented by Tunisia, on the
initiative of President Zine El Abidine Ben Ali,
and emphasizing sports as a means of promoting education, health, development
and peace, was adopted unanimously on the 3rd of November 2003 by
the United Nations General Assembly, at the end of a general debate.
"
This resolution invites the governments, the United Nations
Organization, its funds and programs, the specialized agencies and
the institutions dealing with sports to:
Promote the role of
sports and physical education for all by the reinforcement of programs
and policies of development intended to increase public awareness
of health, encourage the spirit of success, fill the cultural rifts
and instill universal values.
View sports and physical
education as tools which can contribute to the achievement of the
objectives of development agreed upon on the international level,
including those stated in the Millenium Declaration, and the broader
objectives of development and peace.
work together so that
sports and physical education can offer possibilities of solidarity
and co-operation in order to encourage a culture of peace, social
equality and equality of the sexes, and to promote dialogue and harmony.
Up
The resolution also invites them to:
Recognize the contribution of sports and physical education to economic
and social development and encourage the construction and restoration
of sporting infrastructure.
Reinforce co-operation
and partnerships between all the actors, the decision-makers and the
public and private sectors in order to ensure complimentarity and
to put sports and physical education within everyone's reach.
Take care that young
talents can develop their sporting potential without risk to their
physical and moral integrity.
In the same way it encourages governments, international
sports organizations and their associated organizations, to combine
their efforts and to implement initiatives of partnership and projects
of development compatible with teaching applied to all levels of education,
in order to help to carry out the objectives of development stated
in the Millennium Declaration.
The resolution also asks the governments and international
sports organizations to support the efforts of the developing countries
to reinforce their capacities in the fields of sports and physical
education.
It underlines the requirement for all
the parties to cooperate closely with the international sports organizations
in the development of a "code of good conduct" and invites
the governments to accelerate the development of a international convention
against doping in all the sports activities.
The same resolution stipulates, in addition, that 2005
be proclaimed the international year of sports and physical education
as a means of promoting education, health, development and peace.
